上海海事局关于对上海航华国际船务代理有限公司

假借海事名义从事船舶代理业务事宜处理情况的通报

各有关单位：

        2022年11月22日，上海航华国际船务代理有限公司员工谭某在与船舶业务往来过程中假借海事名义，虚构海事港口国监督管理信息并向船舶提供服务，扰乱国际船舶代理市场秩序，造成恶劣影响，严重损害了上海港的国际形象。

我局对上海航华国际船务代理有限公司实施了约谈提醒，督促企业即查即改、加强培训教育和内部管理，并对当事人谭某办理所有海事业务6个月（自本通报发布之日起算）内不给予便利的惩戒措施。对于此类假借海事名义、干扰海事执法秩序、影响海事声誉的不诚信行为，我局将予以严厉打击，将相关情况通报主管部门予以处理。请各相关单位引以为戒，加强管理，切实落实代理企业诚信管理责任，共同维护上海港良好的国际形象。

notification of disposal of fraudulent shipping agency services provided by china sailing international shipping agency co., ltd in the name of shanghai maritime safety administration of p. r. china

to whom it may concern,

this is hereby notified that mr. tan, an agent employed by china sailing international shipping agency co., ltd, has been found fabricating port state control information in the name of shanghai maritime safety administration of p.r.china(hereafter referred to as shanghai msa) when providing shipping agency services to a ship on 22 november 2022. such act has seriously disturbed the order of the international shipping agency market, caused adverse impact and damaged the positive international image of shanghai port.

following this issue, shanghai msa held regulatory talks with china sailing international shipping agency co., ltd, urging it to carry out immediate self inspection and corrective actions, and intensify (moral) training, education and internal management. punishment measures have also been taken that mr. tan would be given no convenience in dealing with agency services handled by (shanghai) msa within six months(as of the release date of this notification). fraudulent agency services in the name of the msa have interfered with maritime law enforcement and discredited the msa. shanghai msa will continue its efforts to crack down on such fraudulent acts and communicate relevant information to the competent authority for further disposal. all shipping companies in the jurisdiction of shanghai msa are requested to avoid fraudulent shipping services , enhance their internal management, take their responsibilities as honest entities and preserve the good reputation of shanghai port together.
